Report: Suspect in Colorado prison chief slaying may have been released too early

The man suspected of killing Colorado's corrections chief may have been released from prison four years early because of a clerical mistake, NBC station KUSA of Denver reported late Friday.

KUSA said that court documents released by the state showed that Evan Ebel pleaded guilty to assaulting a prison guard while serving time for breaking into a car, having an illegal gun and carjacking a man. Under his plea agreement, KUSA said, Ebel's four-year term for assaulting the guard should have been served consecutively to the eight-year sentence he had been serving.


But the assault sentence was entered into a computer system as concurrent -- served at the same time, KUSA said. There's still a possibility that a judge changed the sentence, KUSA said:

Although the prosecutor in the Ebel's case does not specifically remember the sentence, he says it was his policy to never offer a concurrent sentence to someone already in prison.

If the judge changed the sentence, it's not reflected in the court minutes.

9Wants to Know is ordering a transcript of the court hearing to see what exactly the judge said during sentencing.

Ebel was freed in Jan. 28 after nearly eight years in prison.?

He is suspected of killing Tom Clements, executive director of the state Department of Corrections, on March 19. Clements was shot dead apparently after answering the doorbell at his home outside Colorado Springs.

Ebel is also suspected in the March 17 killing of a Domino?s pizza delivery man outside Denver. Authorities have speculated that Ebel used the man's uniform to get Clements to come to the door.

A Domino's uniform was found in the car Ebel was driving when he was killed in a shootout with deputies in Texas on March 21.

Proximity to coal-tar-sealed pavement raises risk of cancer, study finds

Mar. 28, 2013 ? People living near asphalt pavement sealed with coal tar have an elevated risk of cancer, according to a study in the journal Environmental Science and Technology. Much of this calculated excess risk results from exposures in children, age six or younger, to polycyclic aromatic hydrocarbons (PAHs) from the sealant.

"The increased cancer risk associated with coal-tar-sealed asphalt (CSA) likely affects a large number of people in the U.S. Our results indicate that the presence of coal-tar-based pavement sealants is associated with significant increases in estimated excess lifetime cancer risk for nearby residents," said E. Spencer Williams, Ph.D., principal author of the study and Baylor University assistant research scientist at the Center for Reservoir and Aquatic Systems Research in Baylor's College of Arts & Sciences.

Researchers from Baylor University in Waco, Texas, and the in Austin, Texas, are the first to report on the potential human health effects of PAHs in settled house dust and soil in living spaces and soil adjacent to parking lots sealed with coal-tar-based products.

"Exposure to these compounds in settled house dust is a particularly important source of risk for children younger than six years of age, as they are expected to ingest this material at higher rates," Williams said. "This indicates that the use of coal-tar-based pavement sealants magnifies aggregate exposures to PAHs in children and adults in residences adjacent to where these products are used and is associated with human health risks in excess of widely accepted standards."

Data on PAHs in settled house dust used for this analysis were published previously by the same authors. In that study, settled house dust and parking lot dust were sampled for 23 ground-floor apartments in Austin, Texas. The parking lot surfaces adjacent to the apartments were coal-tar-sealed asphalt, asphalt-based sealant over asphalt pavement, or unsealed concrete. Concentrations of PAHs were 25 times higher in house dust in residences adjacent to coal-tar-sealed pavement compared to those with other pavement types. "This study was the first to find a strong association between a product or a behavior and PAHs in house dust," said Barbara Mahler, the USGS research hydrologist who oversaw the study.

For this study, doses and risk associated with residences adjacent to unsealed asphalt lots were considered relative to those adjacent to (CSA) parking lots. Benzo(a)pyrene concentrations in CSA-affected settled house dust were high relative to those reported in most parts of the U.S. where coal-tar-based sealcoat is not used (California and Arizona). Data for PAHs in coal-tar-sealed asphalt-affected soils and unsealed asphalt-affected soils are available from samples from New Hampshire and suburban Chicago.

The analysis did not consider exposure to the dust on the pavement itself, which has PAH concentrations 10s to 100s of times higher than those in house dust or soil, or inhalation of air over sealed pavement. "Over time, about half of the PAHs in the sealcoat are released into the air, and concentrations in air are extremely high, particularly in the hours to days after application," said Peter Van Metre, USGS research hydrologist and author of two papers on volatilization of PAHs from sealcoat.

Sealcoat is a black, shiny substance sprayed or painted on the asphalt pavement of parking lots, driveways, and playgrounds to improve appearance and protect the underlying asphalt. An estimated 85 million gallons of coal-tar-based sealant are applied to pavement each year, primarily east of the Continental Divide in the U.S. and parts of Canada. Coal-tar-based pavement sealants are 15 to 35 percent coal-tar pitch, which has been classified as a human carcinogen by the International Agency for Research on Cancer. Over time, the dried sealant is worn away from pavement surfaces, and the resulting mobile dust particles can be transported into nearby homes.

"Although the analysis presented here is based on a limited dataset, the results indicate that biomonitoring might be warranted to characterize the exposure of children and adults to PAHs associated with coal-tar-based pavement sealant," Williams said. "Further investigation is also needed into the impacts of coal-tar-based pavement sealants on PAH concentrations in indoor and outdoor environments."

Obama urges lawmakers' vote on assault weapons ban

AMMAN, Jordan (AP) ? President Barack Obama says each of his proposed steps to reduce gun violence should get a vote in Congress ? even an assault weapons ban that both parties agree stands little chance of passing.

Senate Democrats dropped the ban from the bill they plan to debate next month out of concern it could sink the whole package. Still, Obama says he's pushing for it.

In his weekly radio and Internet address released Saturday, Obama says the U.S. has changed in the three months since the December school shooting in Newtown, Conn., left 20 first graders and six educators dead. He says Americans support the ban, plus limits on high-capacity ammunition magazines, school security funding and a crackdown on gun trafficking.

"Today there is still genuine disagreement among well-meaning people about what steps we should take to reduce the epidemic of gun violence in this country. But you, the American people, have spoken," Obama said.

The White House said Saturday that Obama will make additional trips outside Washington to rally support for the measures, including the assault weapons ban. The White House also said that before Obama left for Israel earlier this week, his push for gun control was among the issues he raised with lawmakers from both parties as he embarked on a concerted effort to reach out to Congress.

In the Republican address, Sen. Mike Lee of Utah says the Senate Democrats' budget raises taxes by $1.5 trillion without doing anything to save entitlements like Social Security and Medicare. He says Republicans want a balanced budget that lives up to the nation's moral obligation to act in the best interest of future generations.

"Republicans recognize that keeping dollars, decisions, priorities and power in the hands of the people is what has made America the greatest civilization the world has ever known," Lee says. "Now is the time to return to that model."

The National Science Foundation (NSF) has issued a summary response to the recommendations of an external panel of experts that was charged with advising the agency on how to improve and streamline its logistical capabilities to more efficiently support world-class Antarctic science in coming decades.

The NSF document, which was made public on March 21, is the agency's response to the report, More and Better Science in Antarctica Through Increased Logistical Effectiveness, which was released in July of 2012 by the U.S. Antarctic Program Blue Ribbon Panel.

NSF and the White House Office of Science and Technology Policy (OSTP) co-commissioned the independent assessment of U.S. Antarctic Program logistics. Norman R. Augustine chaired the 12-member panel. Augustine was also chair of an external panel in 1990 whose recommendations led to the construction of a new research station at the South Pole.

NSF, through the Division of Polar Programs in its Geosciences Directorate, manages the United States Antarctic Program, through which it coordinates all U.S. research on the southernmost continent and aboard vessels in the Southern Ocean. The agency is also responsible for providing all of the logistical support required to carry out that research.

In the document, NSF responds directly to the 10 overarching recommendations made by the Blue Ribbon Panel.

He added, "I am confident that the changes we have put in place will enable us to strengthen our world-leading U.S. Antarctic Program."

The Blue Ribbon Panel report was the second document issued in a two-part, multi-year review of the nation's program of research in Antarctica.

In December of 2011, a committee of the National Research Council (NRC) issued its report, Future Science Opportunities in Antarctica and the Southern Ocean.

The Blue Ribbon Panel took into account the findings of the NRC report, as well as information gathered during site visits to NSF's three year-round stations in Antarctica, in formulating its recommendations.

NSF's Response to the Blue Ribbon Panel notes that the panel "concluded that ushering in a new age of Antarctic science simply by expanding traditional methods of logistical support would be prohibitively costly" and therefore focused on more cost-effective and efficient ways to increase flexibility as research frontiers evolve over time.

QB Manning considers reworking contract for Cruz

(AP) ? Quarterback Eli Manning says he'll consider reworking his contract if it would help keep leading receiver Victor Cruz on the New York Giants.

The two-time Super Bowl MVP indicated the Giants haven't asked him to redo his contract to open cap space. Manning, who spoke at a sponsor event in New York on Wednesday, says he'll consider anything that helps the team.

The Giants recently allowed Cruz to enter restricted free agency, placing a first-round tender on the player from Paterson, N.J. However, New York has the right to match any offer he receives.

If the Giants allow him to leave, they will get a first-round draft choice as compensation. The tender is worth $2.87 million for 2012.

If both dates are less than one month from the deal date, it is a 'short-dated swap'; if one or both dates are one month or more from the deal date, it is a 'forward swap.' The two legs of an Fx swap can, in principle, be attached to any pair of value dates.

Currency Swaps

A currency swap is structurally different from the Fx swap. In a typical currency swap,counter-parties will

(a) Exchange equal initial principal amounts of two currencies at the spot exchange rate.

(b) Exchange a stream of fixed or floating interest rate payments in their swapped currencies for the agreed period of the swap.

(c) Then re-exchange the principal amount at maturity at the initial spot exchange rate.

Sometimes, the initial exchange of principal is omitted. Sometimes, instead of exchanging interest payments, a 'difference check' is paid by one counter-party to the other to cover the net obligation. The currency swap provides a mechanism for shifting a loan from one currency to another, or shifting the currency of an asset.

Over-the-Counter Foreign Currency Options

A foreign exchange or currency option contract gives the buyer the right, but not the obligation, to buy (or sell) a specified amount of one currency for another at a specified price on (in some cases, on or before) a specified date. Options are unique in that the right to execute will be exercised only if it is in the holder's interest to do so. That differs from a forward contract, in which the parties are obligated to execute the transaction on the maturity date, and it differs from a futures contract, in which the parties are obligated, in principle to transact at maturity, but that obligation easily can be, and normally is, bought out and liquidated before the maturity or delivery date.

Car bomb blast kills nine in Iraq's Shi'ite south

GARMAT ALI, Iraq (Reuters) - A car bomb exploded at a bus terminal in Iraq's predominantly Shi'ite Muslim south on Sunday, killing at least nine people, police said, as the country's delicate sectarian balance comes under growing strain.

No one claimed responsibility for the attack, but Sunni Muslim insurgents have stepped up their efforts to undermine Iraq's Shi'ite-led government and foment inter-communal conflict this year.

The bomb exploded in the town of Garmat Ali, around 20 km (12 miles) north of the usually stable oil hub of Basra.

"I was thrown back by the explosion. Then I stood up and ran back to help the victims," said bus driver Hameed Salman, his white clothes stained with blood.

"I carried five bodies myself and put them in some civilian cars to take them to the hospital," he added.

Three police sources said nine people had died. The head of the provincial security committee, Ali Ghanim al-Maliki, put the death toll at 10.

Another car bomb went off in a carpark for government offices in the city of Basra itself, wounding two people, police said.

Iraq's power-sharing government has been all but paralyzed since U.S. troops left more than a year ago. Prime Minister Nuri al-Maliki, a Shi'ite, is facing protests in the country's Sunni heartland, which shares a porous border with Syria.

Violence has increased with the swell of Sunni opposition to Maliki and Iraq's al Qaeda affiliate has urged protesters to take up arms against the government.

Security experts say al Qaeda-linked militants have been regrouping in the western province of Anbar and crossing into Syria to join mainly Sunni rebels battling forces loyal to Syrian President Bashar al-Assad, whose Alawite sect springs from Shi'ite Islam.

At a show where developers are rock stars, Leap Motion just might be this year's Beatles. SXSW isn't the first time the company has given demos of its motion-controlled input devices, but it really seems to be the moment the world is taking notice -- and realizing the potential -- of its offering. Over the weekend, co-founders Michael Buckwald and David Holz addressed a packed Austin Convention Center hall, ahead of keynote conversations with Al Gore and Elon Musk.

The company set aside some time this morning to speak with us and offer up some demos of the technology, expanding upon what we saw on stage the other day. At present Leap Motion's primary offering is a small box that sits by a PC, just in front of your keyboard. The little sensor detects the motion of your hands with a precision that allows it to distinguish the movement of individual fingers.

Harrity, Cerullo Lead Princeton Squash Into Individual Championships

DRAWS: POOL (Men's A) l RAMSAY (Women's A) l MOLLOY (Men's B) l HOLLERAN (Women's B)

By virtue of victories over both 2012 individual finalists in the last month, Princeton senior Todd Harrity has earned the No. 1 seed in this weekend's CSA individual championships. Both he and women's captain Julie Cerullo will lead a cast 15 Princeton squash players into this weekend's competition at Trinity College.

The CSA individual championships will be held March 1-3 at Trinity, with the majority of play to take place over the first two days. The national championship matches will take place on Sunday, with the men's final starting at 12 and the women's final starting at 1.

POOL CUP (Men's A)

Harrity, the 2011 CSA national champion, defeated Columbia's Ramit Tandon in the regular season finale to help Princeton win the 2013 Ivy League title. Tandon had defeated Harrity twice last season, including in the CSA semifinal. If form holds, those two could meet again in the semifinal round this year, as Tandon is the fourth seed.

Harrity grabbed the first seed by virtue of his 3-1 win over reigning champion and formerly unbeaten Ali Farag of Harvard in las weekend's team semifinal match. Farag, who had been 2-0 against Harrity in his career, is the second seed, and could face St. Lawrence freshman Amr Khaled Khalifa in the semifinal; Khalifa was undefeated this season, though he didn't face Harrity or Farag.

A trio of Princeton players will look to break up that semifinal duo, including sophomore All-Americas Samuel Kang and Tyler Osborne. Kang opens play with former Harvard No. 1 Gary Power, and would likely face current No. 1 Farag in the second round if he can advance. Osborne will take on Trinity No. 4 Karan Malik in the first round, and could see former All-America Chris Hanson of Dartmouth in the second round.

Junior Dylan Ward will make his Potter Cup debut with a tough match against Harvard No. 2 Brandon McLaughlin, who split a pair of matches this season with Kang. If Ward could pull the upset, he would be rewarded with a second-round match against Khalifa.

RAMSAY CUP (Women's A)

Four members of the Ivy League champion Princeton women's team are entered into the Ramsay Cup to compete for All-America honors and to see if anybody can pull a historic upset of Harvard's Amanda Sobhy.

Cerullo, a two-time semifinalist, could get that opportunity in the semifinal round once again if she can navigate through her first three matches. The three-time All-America opens play against Trinity's Robyn Hodgson, and then would face either teammate Rachel Leizman or Stanford's Kerrie Sample. Leizman has been a strong presence at the No. 4 spot this season, though she will be challenged by the No. 2 at Stanford.

On the bottom half of the draw, junior All-America Libby Eyre will open play against Penn's Pia Trikha, and could find herself in an intriguing second-round match against Stanford No. 1 Pamela Chua, who earned the Richey Award this season.

Sophomore Nicole Bunyan will take on Yale's Shihui Mao in another first-round match. Those two met in the regular season, with Mao winning a five-game marathon 12-10 in the fifth. The winner would likely get 2011 national champion Millie Tomlinson in the second round.

MOLLOY CUP (Men's B)

Princeton has three entrants into the 'B' draw, and two have received first-round byes. Freshman Vivek Donodia and sophomore David Hoffman will both have Friday morning off, and will return in the afternoon for Round of 32 matches.

The first Princeton player in competition for the Molloy Cup is freshman Michael LeBlanc, who will take on Drexel's Ibrahim Bakir. During the regular season matchup with Princeton, Bakir played No. 1 for Drexel and lost in three games to Harrity.

HOLLERAN CUP (Women's B)

The Princeton women placed four players in the 'B' draw, and each one of them received first-round byes. Juniors Alex Sawin and Lexi Saunders, sophomore Hallie Dewey and freshman Tara Harrington will all compete Friday afternoon against the winners of opening-round matches.
